After shelling out more than $1.1 billion in cash last week to buy a Toronto-based maker of building and home improvement products, Atlanta-based Georgia Gulf may have more transformational deals up its sleeve. "Georgia Gulf is now an integrated vinyl building products company," says Edward A. Schmitt, chairman, president and chief executive of what used to be strictly a maker of vinyl resins and compounds and other chemicals. "Over time, I think we will tend to move away from the integrated component of that definition and just be a building and home improvement products company." .

THE dearth of funds has been variously fingered as the major problem besetting the construction industry. The plethora of uncompleted and abandoned projects that dot the nation's landscape has often been traced to this factor. Indigenous construction companies have been worst hit, hence, many of them have folded up, giving way to multinational construction companies who are often backed financially by their home governments. Both the Federal and state governments have often hinged their preference for expatriate construction companies on the fact that their indigenous counterparts lack the equipment to execute complex jobs. But how can they effectively compete with these offshore funded companies when borrowing from commercial banks is usually at cut-throat interest rates. Built environment professionals who have been badly affected by this scenario have not rested on their oars in a bid to float a specialized bank that would be sympathetic to the cause of construction industry operators.

Foreclosure activity has shown a dramatic increase in San Diego and Riverside counties, far outpacing most of California and the rest of the nation, according to a foreclosure tracking firm, RealtyTrac. The large disparity is probably because of the cooling real estate market in what is one of the most expensive regions of the country, according to one local economist. San Diego County had 4,069 properties in some stage of foreclosure for the quarter that ended in September, compared with 970 properties for the same quarter in 2005, an increase of 319 percent. Riverside had 4,403 such properties for the most recent quarter, versus 1,297 for the same quarter in 2005, an increase of 239 percent. .
