RIFLE - Garfield School District Re-2 has bond and mill levy override issues on the November ballot that they say are a good deal for taxpayers. Due to the increased assessed valuation of the district of $1.222 billion - in large part in the oil and gas industry - the requested bond and mill levy override will not require a tax rate increase for the district's residents. November ballot issue 3A, a $1.6 million mill levy override, would increase the annual budget for the district. The additional funds will be for new qualified teachers and staff, and to help cover increasing utilities and fuel costs throughout the district. The funds for the mill levy override are not to be used for construction costs or to pay back past bonds. Ballot issue 3B, a $74.9 million bond, will pay for a number of districtwide renovations to schools that have safety issues, and to ensure that the district continues to meet the demands of an ever-growing student population.
Hurricane Katrina sped along plans for a spate of new high-rise residential towers, but more than a quarter of the proposed housing units have already been killed or put on hold. Out-of-town investors "are circling like eagles" with capital ready to invest in downtown projects, said Kurt Weigle, executive director of the Downtown Development District. And inquiries from outside developers have increased five-fold, possibly because of special tax incentives being made available to building projects in hurricane-impacted areas. But not all of the residential projects will be built, experts say. The pricetags on most of the announced projects have risen 30 percent due to escalating prices on labor and building materials, developers say. That big of an increase is giving pause to both the developers behind the condo towers and the potential condo buyers who, in some cases, are backing out of sales contracts when presented with the higher prices.
Angola's ruling MPLA party's acting secretary general, Norberto dos Santos "Kwata Kanaua", Friday in Luanda appealed to public and private media organs' managements to invest in the specialisation of journalists, in view of the electoral process. Addressing the opening of the first national meeting on social communication, that started Friday morning in Luanda, "Kwata Kanaua" said it is relevant that journalists that will cover the various stages of the electoral process master the legal framework surrounding the process. "The deep state of the electoral legislation is, under all points of view, necessary to he who has the responsibility to transmit information on it or even to question this or that agent of the process," said the politician at the meeting sponsored by the ruling MPLA party's specialty committee.
When it comes to stopping illegal immigration, there's little that the Forsyth County commissioners can do. But that hasn't stopped them from arguing about it. A one-page proposal on immigration that surfaced last week, which the county attorney acknowledges would have no practical effect, is generating a fierce debate among the commissioners about race, immigration and the county's proper jurisdiction. It also is dividing the board along political lines. The proposal, pushed by Democratic Commissioner Beaufort Bailey and discussed publicly for the first time Thursday, says that prospective county employees must "provide adequate documentation" of citizenship or legal residency. It also directs the county manager to organize staff training on federal immigration laws.
