MOSCOW, October 13 (Itar-Tass) - Vladimir Putin convened a visiting session of the presidium of the State Council in Yaroslavl, to discuss ways of developing the network of roads in the country.

"To brush up on the theme ahead of the meeting, Putin visited the construction site of a new 700-meter long bridge across the Volga, and an exhibition of road construction equipment.

Putin has called for spending extra budget revenues on financing infrastructures.

There have been incessant arguments where the snowballing reserves should be put to use. It is beyond doubt, if the resources are to be spent somehow, they must be spent on infrastructures roads, ports, airports and communication links, Putin said at a meeting of the State Councils presidium. I would place the roads before anything else.

Green homes get state aid

Thanks to the New York State Energy Research and Development Authority, Paula and David Kucera are saving $30,000 off the cost of their new house.

Their 2,500-square-foot residence in Gardiner is being equipped with a photovoltaic system to generate electricity through solar power, allowing the couple to take advantage of the agency's New York Energy Smart PV Incentive Program that reduced the system's installation cost from about $60,000 to $30,000.

"New York state is probably one of the most progressive states in terms of subsidizing alternative energy (costs)," Paula Kucera said.

To be eligible for savings for their solar-electric system, the Kuceras, who are involved in the construction of their antique-barn-sided home, are working with state-certified installer, John Wright, owner of Hudson Valley Clean Energy in Rhinebeck.

Quicken loan firm plans site in Valley

The nation's largest online mortgage lender plans to create nearly 400 jobs in Arizona as it opens a division in north Scottsdale early next year.

Quicken Loans Inc. already has started hiring for the positions, which pay an average of more than $75,000 after one year, even though it hasn't yet finalized a site. The company plans to issue an announcement about its plans Monday.

Quicken Loans employs more than 3,700 people in suburban Detroit but wanted a Western operation to better serve customers in later time zones. .

US Fed report says economy continuing to expand despite " ...

The US economy continued to expand in recent weeks despite a "widespread cooling" in housing market, the Federal Reserve reported Thursday.

Last week, Fed Chairman Ben Bernanke said that the housing market was in the midst of a "substantial correction."

The Fed's Beige Book, an anecdotal report on economic conditions in the 12 regions of the Federal Reserve System, found that the economy was expanding with growth being described as "moderate or mixed." However, the report noted a distinct slowdown in housing with the majority of the Fed's 12 regions reporting lower asking prices for houses, a softening in sales and rising stocks of unsold homes.

The Fed said that reports from around the country "indicated widespread cooling" in housing markets with financial institutions finding that mortgage lending activity had tapered off.
